Ubutaka: Paperless Land Transfer System in Rwanda Enters Pilot Stage

Medici Land Governance (MLG) has joined forces with the Government of Rwanda through the Rwanda Information Society Authority (RISA) to pilot a project in Gasabo District, Kigali Province.

The project in question aims to make the process of land transfer by voluntary sale go paperless and become more secure.

Once the project officially launches, citizens will not need to keep travelling back to the notary office to deal with the documentations. This means time efficiency for both citizens and the Government, as well as extra security via the use of Public Key Infrastructure (PKI) and blockchain technology.

The pilot project is implemented as an upgrade to the existing Land Administration Information System to address issues like land title duplications, data errors, loss of document, land document forgery, fraud, error or the modification of the records.

This project also provides a great opportunity to test Ubutaka based on the use of blockchain technology developed by Medici Land Governance. The Government can benefit from the use of Ubataka as it can help prevent the aforementioned issues, and increase the security and efficiency when delivering land services. Also, going paperless is better for the wellbeing of the environment.

The pilot phase will be conducted within the Gasabo DIstrict region and is restricted for land transfer by voluntary sale only. The phase will go on for three months, which is expected to end with an assessment after which the Government and MLG will decide if Ubataka’s service should extend to all districts and take all other land related transactions into account.
